Louisiana Election contest: Betty Blakes v. Juanita Woods 2016-04 Monroe municipal D 2016-04 Election contest Registration fraud - fake address, deceased Impersonation Betty Blakes filed challenged the results of the Monroe City Council District 3 runoff election in Ouachita Parish after falling short against Juanita Woods with 43% of the vote. Blakes alleged that voters used false addresses from deceased citizens and abandoned houses to illegally register and vote, and accused Woods of having election workers for her campaign working inside the voting polls, wearing t-shirts with the name Juanita Woods displayed and passing out campaign pamphlets. Both candidates are Democrats. On May 4, 2016, a judge ruled that Woods failed to present adequate proof that the voters she identified as ineligible were either not registered to vote in District 3 or did not live there at all. Teresa Ruiz) D Absentee/mail Impersonation Forgery John Fernandez, 61, of Belleville, was found guilty by a Mercer County jury of submitting ballots on behalf of voters in the Nov. 6, 2007, general election without their knowledge. The jury convicted him of conspiracy, election fraud, absentee ballot fraud, tampering with public records or information and forgery. He helped collect ballots on behalf of Teresa Ruiz, who won the election and still serves in the Senate. New Mexico Unknown impersonator 2014-11 General In person Impersonation 0 1 The Rio Arriba County Clerk’s office confirmed a case of impersonation voter fraud in the November 2014 general election involving an imposter who voted by providing the name and address of an eligible voter. County election staff detected the fraud when the actual voter arrived to vote at the Health Commons Clinic in Española and was told someone else had cast a ballot under his name three days earlier. The man told poll workers he hadn’t voted, and officials were able to confirm that the signature on the original ballot did not match the legal voter’s signature on file. The evidence collected showed that a crime occurred, not a mistake or misunderstanding. Poll workers allowed the man to vote on a provisional ballot. Elections officials have no legal means of actually verifying signatures or confirming identification of a voter. Bobbi Shearer of the Secretary of State’s office said that "under current law there are no means available to poll workers to help them determine if a voter is actually the person he says he is.” Shearer said the fraudulent voter’s vote had already gone through a tabulator and could not be identified or separated from the legitimate ballots in the machine. Connecticut Shannon Nygard 2008-11 Registration Fraud Ineligible district voting 1 A complaint was made that Richard Murray, Neill Bovaird, Kelly Way, Nancy Pilon, Janelle Rooks, M. Samantha Geiger, Amy Bovaird, Peter Nygard, Shannon Nygard and Angela Harwood were registered and in some cases voted in a place where they did not reside. An Election Commission investigation found that the defendants had registered in good faith with the belief that they did reside in the district in which they registered. The Commission found that had the Registrar's office been more thorough and done their due diligence, it would have found that the addresses provided were not within the required district and the voter registrations/voting would not have occurred.
