Statutes indicate a person may not assist more than 6 voters or be in possession of more than 10 ballots. The prosecution filed an order nolle prosequi in February 2014 and the case was dismissed. Using Election Day Registration, Kaarbo voted at a polling place in Skelton Township, at which time she completed a voter registration application and signed a certification saying she was eligible to vote. when in fact her voting rights had not been restored. Carlton County Auditor/Treasurer Paul Gassert said that because the voter's ineligiblity was discovered after the fact, there was no way to prevent the fraudulent vote from counting. Indictments alleged that both men forged signatures and included dead voters on the nominating petition. Charged with 9 counts of perjury and 2 counts of forgery. Pleaded guilty to nine counts of perjury for signing a sworn statement on petitions that signatures were legitimate.
