The inspector general determined Raney filled out two voter registration applications for electors; filled out and took possession of 48 absentee ballot applications for electors after they were signed; and filled in elector information on at least two absentee ballot envelopes for electors. Solis pleaded guilty to voting in the names of Samuel Pedraza, Francisco Pedraza, Cynthia Pedraza, Dannie Vargas and Issic Guerra on July 31, 2012. Co-defendant Scotty L. McCarty pleaded guilty to a misdemeanor vote-fraud charge and gave information to authorities. Unindicted co-conspirator Charles “Doc” Hardin allegedly put up money for vote buying in multiple elections from 2008 to 2014.
