Black's campaign manager also alleged that a specific poll worker, Rilla Stevens, tampered with the election between Oct. 20 and 31, during early voting, to ensure Hegemier’s win by electioneering whilw working at the polls. Bandera County Elections Administrator Toba Perez-Wright claimed that as a voter registrar, she cannot challenge someone’s residency. An Election Commission investigation found that the defendants had registered in good faith with the belief that they did reside in the district in which they registered.
