Teresa Ruiz) D Absentee/mail Impersonation Forgery 5 Joaquin Caceres, 50, and Samuel Gonzalez, husband of Teresa Ruiz, both of Newark, were indicted by a state grand jury on charges of conspiracy (2nd degree), election fraud (2nd degree), absentee ballot fraud (3rd degree), tampering with public records or information (3rd degree), and forgery (4th degree). according to Criminal Justice Director Deborah L. Gramiccioni. Gonzalez is an Essex County freeholder and an aide to Newark City Councilman Anibal Ramos. Caceres is a senior program development specialist on the Newark mayor’s staff. They are charged with tampering with documentation for messenger ballots, which are absentee ballots intended for use by homebound voters, and fraudulently submitting such ballots as votes in the Nov. 6, 2007 general election.
Kentucky William Andrew King M 2009 General Registration fraud - ineligible felon King, a convicted felon, was allegedly wrongfully registered to vote. Charged with wrongful registration. Pleaded guilty. (10-CR-00026, Grant County) One-year sentence with a pre-trial diversion of 4 years.
Texas James Alan Jenkins M 2010-05 Woodlands Road Utility District 2012-03 Ineligible district voting Registration Fraud James Alan Jenkins was one of seven voters indicted for voting outside their district. The group planned to vote in a district where they did not reside in order to elect three of their members to the board of directors of The Woodlands Road Utility District. The group illegally registered in the district by using the address of a hotel in the district as their home address of their voter registration application. Convicted of illegal voting 3 years in prison and $10,000 fine
Kentucky Scott Lynn McCarty Gary “Rooster” Risner Tami Jo Risner Mason Daniels Larry Shepherd M 2014-05 Democratic primary D Vote buying Illegal assistance In person 1 1 Scott Lynn McCarty pleaded* guilty to a misdemeanor charge that he aided and abetted the payment of a woman in the May 2014 primary in Magoffin County, KY. McCarty said in a court document that he went in the voting booth with the woman to make sure she voted for certain candidates — who were not named in the document — and then directed the woman to see another person McCarty knew who would pay her for voting. Accompanying people into voting booths under the guise that they need assistance has been a common tactic in vote-buying in Kentucky. McCarty faces up to a year in prison. McCarty is charged in another case with Magoffin County Magistrate Gary “Rooster” Risner; his wife, Tami Jo Risner; Mason Daniels; and Larry Shepherd, the husband of county Clerk Renee Arnett Shepherd. The indictment charges that the Risners, Daniels and Shepherd conspired to buy votes in 2014 for county Judge-Executive *Plea deal: Sentencing set for May 2016
Iowa Patrick Lyons M Multiple 2011-04 Ineligible felon voting 6 1 Patrick Lyons, a convicted felon, pleaded* guilty to one count of perjury and one count of election fraud, after he voted in several elections and ran for election as a school board candidate, both of which he was ineligible to do because of his prior conviction. *Plea deal: 5 years (suspended), 2 years supervised probation, $750 fine, court costs
Connecticut Angel Resto M Absentee Ballot Fraud Resto, a city employee, was accused of voting an absentee ballot when he could have voted in person. Ordered to comply with the law in the future
Ohio Antonio Alvande M 2008-11 Registration Fraud Absentee Ballot Fraud 24 Antonio Alvande was accused of falsifying numerous registrations for himself and others using an address from Boxmaster, a business in a strip mall in Columbus, Ohio. Similarity of signatures led to an investigation. Alvande was later found incompetent to stand trial. He was charged with 14 counts false registration and 10 counts absent voter's ballot. All charges dismissed and Alvande was sent to a mental health center. Dismissed
Washington Harry Engstrom M 1 Records received from Snohomish County Washington did not indicate the specific accusation. From a list of almost 200 voter fraud cases that occurred since June 2007, only one person was charged. According to the prosecutor's office, the remainder of the cases were not prosecuted and no records were kept on the type of specific charge for the unprosecuted cases.
Indiana Randall Blue Artis (former East Chicago Councilman) Terrance Artis M 1999 East Chicago municipal D 2004-05 Vote buying Former East Chicago Councilman Randall "Blue" Artis pleaded* gulity to a federal theft of funds charge after he and and his brother Terrance Artis were charged with multiple felony counts of fraud, conspiracy and misappropriation of funds in connection with the sidewalks-for-votes scandal.
