South Dakota Janice Howe F 1999 Petition fraud Forgery 1 Janice Howe pleaded* guilty to forging signatures on petitions for a constitutional amendment and lying about personally witnessing people sign the petitions. Howe was charged in 2002, but evaded arrest until 2015. Utah Mildred Haslem F 2006 Sheriff Registration Fraud Mildred Haslem, along with 50 other people in Utah's Daggett County, was accused in connection with a 2006 election for sheriff. All 51 were accused of fraudulent registration, and many were accused of living outside the county but registering to vote within the county. Georgia Albert Palmour Carleton Vines Dorothy Gilreath Steve Chappelear Sidney Johnson Lois Reed Anthony Sparks M 2006 General Absentee/Mail Illegal assistance Carleton Vines and his accomplices (Albert Palmour, Dorothy Gilreath, Steve Chappelear, Sidney Johnson, Lois Reed, and Anthony Sparks) ran an absentee ballot fraud operation designed to rig the 2006 election in which Vines won election as a State Court Judge. Vines’s co-conspirators acted as “runners,” illegally “assisting” voters in filling out their absentee ballots. In many cases, ballots were transported by the conspirators to Vines’s law office before being subsequently mailed. The group signed a consent decree with the state board of election, acknowleding their actions and accepting a public reprimand. Ohio Marian Wilson F 2010-11 General Absentee/mail Multiple voting 1 1 Marian Wilson, of Kendall Place, pleaded* guilty to a misdemeanor count of illegal voting for voting twice in the 2010 general election. Franklin County Common Pleas Judge Stephen L. McIntosh placed her on probation for one year. The judge said he would send her to jail for 180 days if she violates probation. Investigators said she submitted two absentee ballots — one under the name Marian Wilson and the other as Marian Toles. West Virginia Alvin Ray Porter, Jr. (former Logan police chief) M 2004-05 Democrat Primary D Vote Buying Alvin Ray Porter, Jr. was reportedly involved in a scandal during the 2004 Democratic party primary to bribe voters. Indicted with others for a conspiracy to control county government in Lincoln County by buying votes, keeping some supporters’ property taxes low, controlling county and state government jobs and rewarding supporters by ensuring their roads were repaired.
