Indiana Arthur Vera M 2003 Democratic primary D 2005-10 Ineligible district voting 1 Arthur Vera pleaded* guilty to voting in a precinct other than his own in the May 2003 Democratic primary, in which longtime East Chicago Mayor Robert Pastrick narrowly defeated challenger George Pabey. Kentucky Sherman Neace (three-term Perry County judge-executive and candidate for magistrate) Chester Jones M 2008 General D 2009-06 Vote Buying Chester Jones and Sherman Neace, public officials, reportedly diverted $7,500 from the State Democratic Party to buy votes for themselves. Jones acquired 75 counter checks from the local bank, leaving the payee blank, and he and Neace distributed checks for $100 to buy votes.
