California Lisa Marrone F 2016-09 California Valley CSD 2016-09 5 1 Lisa Marrone, a member of the California Valley Community Services District Board of Directors, was charged with felony election fraud, including voter registration fraud, fraudulent voting on election day, filing a false declaration of candidacy document, perjury by declaration, and offering a false instrument for recording, by the San Luis Obispo County District Attorney's Office. Teresa Ruiz) D Absentee/mail Impersonation Forgery Jonathon Kowalski, John Fernandez, and Edwin Cruz were each charged with conspiracy (2nd degree), election fraud (2nd degree), absentee ballot fraud (3rd degree), tampering with public records or information (3rd degree), and forgery (4th degree). Kowalski works in fund-raising at the North Ward Center, and Cruz and Fernandez both work for the Essex County Department of Economic Development.
