Tompkin M 2009-04 Cahokia Village municipal 2009-09 Absentee/Mail Illegal assistance 82 43 Kevin Wiggins pleaded* guilty to 43 charges relating to mail ballot fraud in the 2009 Cahokia Village election; 39 other charges were dismissed. William Brown and Cahokia Village Trustees Kyle Johnson and Trevon Tompkin also pleaded guilty in the scheme to file falsified applications for absentee ballots then illegally vote them. Kentucky Donnie Newsome (former Knott County Judge-Executive and former state representative) Willard Smith M 1998-05 Primary D 2003-04 Vote buying Knott County Judge-Executive Donnie Newsome was convicted of leading a conspiracy to buy votes in the May 26, 1998 Knott County primary election. Dingess said he carried more than $5,000 for Rocky Adkins.
