Washington Dub Davidson 1 Records received from Snohomish County Washington did not indicate the specific accusation. From a list of almost 200 voter fraud cases that occurred since June 2007, only one person was charged. Texas Election contest: Brian Black v. John Hegemier 2014-11 Bandera municipal 2014-11 Election contest Ineligible district voting Absentee/mail Candidate Brian Black challenged the results of the November 2014 mayoral election, which his opponent John Hegemier won by just 6 votes, 117 to 111, alleging that people who lived outside the city limits voted in the election and that mail ballots were illegally hand-delivered to voters in a rehabilitation center. Black's campaign manager also alleged that a specific poll worker, Rilla Stevens, tampered with the election between Oct. 20 and 31, during early voting, to ensure Hegemier’s win by electioneering whilw working at the polls. Bandera County Elections Administrator Toba Perez-Wright claimed that as a voter registrar, she cannot challenge someone’s residency. Virginia Mark Winfield Atwater 2007 2008 2013-04 Registration fraud - ineligible felon 1 0 In April 2013, a grand jury indicted Mark Winfield Atwater and five other convicted felons on charges of giving false statements when registering to vote. The registrations occurred in 2007 and 2008. The six were each indicted on a felony count of election fraud: Mark Winfield Atwater of Portsmouth; James Edward Dorsey of Portsmouth; Brenda Lee Harris of Virginia Beach; Tyrone Stith of Chesapeake; Lisa Charlotte White of Portsmouth; and Delphine Williams of Portsmouth. Dominguez Juana A. Gil Jose E. Gonzalez Loudes Inoa Ricardo A. Fermin-Cepeda Wilson A. Torres 2010-05 Paterson city council D 2010-12 Absentee/mail Ballot tampering Multiple voting Belkis M. Cespedes of Paterson; Ana Vely-Gomez of Paterson; Lucia A. Guzman of Paterson; Inocencio Jimenez of Paterson; and Jose Ramon Ruiz of Prospect Park, were arrested on charges of second- and third-degree voter fraud and third-degree tampering with public record. Cespedes is also charged with voting twice – once using her married named of Belkis Cespedes and once using her maiden name of Belkis Nunez. Dalila Rodriguez of Paterson, Wilson A. Torres of Paterson, Octavio A. Dominguez of Elmwood Park; Juana A. Gil of Paterson; Jose E. Gonzalez of Paterson; and Loudes Inoa of Paterson were charged with third-degree voter fraud and third-degree tampering with public records. Ricardo A. Fermin-Cepeda of Paterson, was charged with second- and third-degree voter fraud and third-degree tampering with public records but is currently a fugitive. The defendants all allegedly acted as bearers/messengers for mail-in (absentee) ballots. Pennsylvania Voting Irregularities in Philadelphia County 2012 Primary (Schmidt Report) >Impersonation: Joseph Cheeseboro/Joseph Cheeseborough 2012-06 Primary Impersonation Non-citizen voting Multiple voting 1. Voting by non-registered individuals This type of voting irregularity occurs when an individual who is not registered to vote in Philadelphia at the time of an election casts a vote. Evidence in this report shows individuals who were not registered voters at the time of the 2012 primary, yet still cast votes included in the Certified Election Results. 2. Voting by individuals in the incorrect party’s Primary This type of irregularity is one of the most common irregularities that occur in Primary Elections in Philadelphia. A division in which all non-Democratic voters cast votes for candidates in the Democratic Primary is examined in this report. 3. Divisions with more votes than voters This type of voting irregularity occurs when more votes are cast on the Voting Machines than voters who showed up to the polls. We examined a division where either 6 unknown voters were able to vote without signing in, or at least one person voted more than once. 4. Voting by individuals in the incorrect legislative district This type of voting irregularity refers to voters casting votes on the Voting Machines in a legislative district that does not include the division in which the voter is registered. Examples of voters casting votes in districts other than their own are included in this report. 5. Individuals voting more than once This type of voting irregularity occurs when a voter is able to vote more than once in the same election. Evidence in this report confirms an example of an individual who voted twice, illegally in the 2012 Primary. 6. Voter impersonation This kind of voting irregularity occurs when one individual impersonates another and is able to vote in place of the person whose name appears in the Poll Book. This report contains evidence of one such example. 7. Voting by non-U.S. citizens In 2012 alone, the Philadelphia City Commissioners have already been made aware of 19 non-U.S. citizens registered to vote in Philadelphia County. Seven have voted in at least one election, as recently as the 2012 Primary.
