Reed sold her Branford home, where she had lived for 25 years, seven days before an election and was living at the home of friends who lived in the same town. Although she tried to buy a home in the same district, she ultimately moved to an address in District 4. The Connecticut Elections Enforcement Commission investigation concluded that because Reed had the intention of buying a house in District 5 at the time of the election, she was not guilty of fraud. One voter, Juan Castellanos, told elections officials that ballot havester Cynthia Gonzalez had filled out his ballot in the Constable Precinct 5 race for incumbent Frank Flores III instead of for his preferred candidate Gilbert Gomez. Patricia Franklin, who has been working Nueces County elections for about 15 years, said a relative of Flores "brought in people every day that she didn't seem to know."
