New Jersey Luquay Zahir Marty Small Ernest Storr Tracy Pijuan Floyd Tally David Callaway Toni Dixon Dameka Cross Mark Crumble Michele Griffin Ramona Stephens Demaris Jones Ronald Harris 2009 Municipal - Democratic primary 2009-09 Absentee Ballot Fraud 9 David Callaway and Luquay Q. Zahir were campaign workers allegedly working alongside Atlantic City Councilman Marty Small to commit absentee ballot fraud. They were charged with 9 counts of voter fraud. Allegedly, voters were asked to apply for absentee ballots, but instead of letting the voters choose their own candidate, a self-proclaimed “secret army” mishandled ballots and even had a “shredding party” to dispose of votes for opposing candidates. Voters were told whom to vote for, never received their ballots — which wound up being cast anyway — or got their applications and ballots at the same time. It was alleged that some voters did not even live in the city, and used fictitious addresses in order to vote. Zahir was acquitted.
