Mississippi Carl Mickens (Noxubee County Circuit Clerk) Noxubee County 2003 2005-02 Section 11(b), Voting Rights Act violation Voter intimidation/coercion Carl Mickens, individually and in his official capacity as Circuit Clerk of Noxubee County, and Noxubee County were sued by the U.S. along with Ike Brown and the NDEC, for violating Section 11(b) of the Voting Rights Act. A consent decree was entered with these defendants contemporaneously with the filing of the Ike Brown complaint, which they were removed from. Oklahoma Ronald Joel Henry Brenda Henry M 2016-04 Municipal 2016-08 Absentee/mail 1 9 Ronald Henry and his wife Brenda were arrested and charged in Oklahoma County District Court with one felony count of falsifying an absentee ballot application in the April 2016 Luther town council election. At least nine absentee ballots were fraudulently filled out, including multiple false or duplicate addresses and illegal notarizations without voters present. One voter who was listed as voting absentee confirmed that he did not fill out a ballot or vote in the election.

Indiana Butch Morgan, Jr. M 2008 Democratic primary D 2012-04 Petition fraud Forgery 4 0 Butch Morgan, former St. Joseph County Democratic Chairman, was convicted on two counts of felony conspiracy to commit petition fraud and two counts of felony conspiracy to commit forgery. Charges were filed against four St. Joseph County Democratic officials and deputies as part of a multiple-felony case involving the forging of Democratic presidential primary petitions in the 2008 election, which put then-candidates Barack Obama and Hillary Clinton on the Indiana ballot. The officials were accused of taking part in a scheme to fake signatures and names on the primary petitions needed to run for president. The plan was hatched by local Democratic Party officials inside the local party headquarters. Morgan was accused of being the scheme's mastermind who ordered the petition fraud. Page after page of the petitions were clearly in the same handwriting, but the petitions sailed through the Board of Elections without any problems, "because election workers in charge of verifying their validity were the same people faking the signatures." Prosecutors said that nine of the Obama petition pages were apparently forged. New Jersey Marty Small Ernest Storr Tracy Pijuan Luquay Zahir Floyd Tally David Callaway Toni Dixon Dameka Cross Mark Crumble Michele Griffin Ramona Stephens Demaris Jones Ronald Harris M 2009 Municipal - Democratic primary 2009-09 Absentee Ballot Fraud 10 Atlantic City Councilman Marty Small and five co-defendants went to trial in November 2010 for attempting to win an election by asking voters to apply for absentee ballots. Instead of letting the voters choose their own candidate, a self-proclaimed “secret army” mishandled ballots and even had a “shredding party” to dispose of votes for opposing candidates. Voters were told whom to vote for, never received their ballots — which wound up being cast anyway — or got their applications and ballots at the same time. It was alleged that some voters did not even live in the city, and used fictitious addresses in order to vote. Small was charged and acquitted twice of voter fraud. Texas Jose Picasso Salvador Vela 2010-05 Alton municipal Registration fraud Ineligible district voting Leading up to the 2010 Alton city election, 23 voters registered their residency at mayoral candidate Jose Picasso’s home on North Eagle Pass Street. In December 2012 two women were charged with illegal voting for falsely listing Picasso’s home as their residence to vote in the 2010 Alton election. Both were convicted. The city, which ran the 2010 election, found more than three dozen suspicious votes.
