Washington Nathan Risen M 1 Records received from Snohomish County Washington did not indicate the specific accusation. From a list of almost 200 voter fraud cases that occurred since June 2007, only one person was charged. California Richard Anthony Floyd M 2006 2006-10 Registration fraud Richard Anthony Floyd and 11 others were charged with fraudulently deceiving voters into re-registering, motivated by a $10 bounty for each new registered voter. Orange County District Attorney Tony Rackauckas charged 12 people with multiple counts of felony voter registration fraud. North Carolina Flake Huggins (Statesville City Councilman, Ward 6) Rhonda Williams Willie Williams Jr. Christopher Williams M 2011-11 Statesville municipal runoff Aiding and abetting voter fraud Obstruction of justice 2 0 Statesville City Councilman Flake Huggins was indicted by a grand jury on charges stemming from a voter fraud investigation. Huggins, who represents Ward 6 on the council, is being charged with one count of common law aiding and abetting and one count of obstruction of justice, which are Class I and Class H felonies respectively. The charges are related to Huggins’ alleged knowledge of votes illegally cast by family members in the November run-off between Huggins and challenger J.D. Williams. Those family members – sister Rhonda Williams, brother-in-law Willie Williams Jr. and nephew Christopher Williams – were indicted for one count each of illegally voting. Christopher Williams also faces an obstruction of justice charge. All of these charges are also felonies.
