Indicted with others for a conspiracy to control county government in Lincoln County by buying votes, keeping some supporters’ property taxes low, controlling county and state government jobs and rewarding supporters by ensuring their roads were repaired. Ilinois Anthony M.Kimani 2004-11 General Non-citizen voting 1 Anthony M. Kimani, a Kenyan citizen, entered the United States in 2000 on a visitor’s visa, registered to vote in 2003 (after his visa had expired) claiming he was a U.S. citizen in a driver’s license application in Illinois, and illegally voted in the 2004 general election.
