Florida Zakee Fur'qan (fka Leon Edward Nelson) M Multiple D 2015-08 Ineligible felon voting Registration fraud 3 6 Zakee Fur'qan illegally voted multiple times after his civil rights had been revoked because of a past felony conviction. Fur'qan, who changed his name from Leon Edward Nelson, was convicted of second-degree murder in Duval County in 1991. Fur'qan's voting history indicated that he registered as a Democrat on Sept. 2, 2004 and had voted six times since then, even though his civil rights had not been restored. He was charged with three counts ofillegally voting in 2014 and 2015. Michigan Mohammed Russell Armani Asad, Salim Ahmed M 2013-08 Hamtramck municipal primary 2013-09 Absentee/Mail 6 6 Mohammed Russell, Salim Ahmed, and Armani Asad were charged with a total of 41 counts of felony voter fraud for illegally possessing and returning 48 absentee ballots during Hamtramck's August 2013 primary election. It is a felony to possess or return absentee ballots unless you are the person voting, the voter's family member, a mail carrier, or an authorized official. Georgia James Bryant, Jr. M 2005 Americus mayoral Absentee/Mail Illegal assistance 6 James Bryant, Jr. admitted to improperly assisting voters in completing their absentee ballots in the 2005 Americus mayoral election. Texas Election Contest: Gilberto Perez v. Oziel Treviño 2016-06 Hidalgo municipal runoff Election contest Absentee/Mail Illegal assistance 6 A judge ordered a new election to be held for Hidalgo City Council Place 5 after candidate Gilberto Perez successfully contested the results, proving that campaign workers aligned with his opponent, incumbent councilman Oziel Treviño, gave voters illegal assistance with mail-in ballots in the June 2016 runoff election and that non-residents and ineligible people cast ballots in the Place 5 race. Perez lost the seat to Trevino by just six votes in the runoff election. Most witnesses testified that they received voting assistance when they did not actually require assistance and that campaign workers insisted they vote for the slate sponsored by city councilman Rudy Franz. One person testified they were paid by a campaign worker to register others at her home who did not live in the city of Hidalgo. Pennsylvania Thomas Keefer William Geary, Walter "Deb" Wiltrout M 2011-11 General D 2013-10 Absentee/mail Illegal assistance Conspiracy 8 6 Thomas Keefer and William Geary, Democratic Bullskin Township supervisors, were charged with voter fraud for soliciting absentee votes from elderly residents who weren't eligible to cast such ballots. Keefer was charged with five violations of the election code relating to absentee ballots. Geary was charged with seven violations of the same provision. In addition, both men were charged with one count of unlawful assistance in voting and two counts of conspiracy. Former supervisor Walter "Deb" Wiltrout was charged with three counts related to unlawful assistance of two voters. Keefer, Geary, and Wiltrout visited elderly voters' homes to help them complete ballots despite knowing the voters were physically able to vote in-person on Election Day, and also failed to fill out declarations of physical disability with the ballots, which certify that the voters wouldn't be able to vote in-person. Keefer obtained six votes that way, Geary obtained seven, and Wiltrout two. All three were admitted into a pretrial diversionary program in Fayette County Court. Connecticut Jacqueline Rogers (campaign worker for a city council candidate) F 1993-09 Democratic primary D Absentee/Mail Illegal assistance 7 Jacqueline Rogers, a campaign worker for Bridgeport City Council candidate James Holloway, illegally solicited and collected seven "emergency" absentee ballot votes and instructed at least one of the voters to cast her ballot for Holloway during the September 1993 Democratic primary. The commission also determined Rogers was paid $150 for her service. Holloway defeated incumbent Mary Brantley by just nine votes.
