Dozens of Gonzales citizens said then-candidates Grant and Roaches gave them misleading information and possibly tampered with their mail-in ballot applications. City Voting Officer Jean Collins said 83 of 102 mail-in ballot applications received listed "disability" as the reason for voting by mail. Several voters named on the applications contended they are not disabled and never voted by mail. In February 2010, Grant admitted to “voter misconduct” and agreed to resign his District 2 council seat, abstain from public office, and cooperate with authorities in the voter fraud investigation.
