California Donahue Farrow M 2006 2006-10 Registration Fraud 1 0 Donahue Farrow pleaded* guilty, along with other signature gatherers, to deceiving voters into re-registering, motivated by a $10 bounty for each new registered voter. Farrow would falsely tell voters that state law required them to register again before they could sign initiative petitions. Orange County District Attorney Tony Rackauckas charged 12 people with multiple counts of felony voter registration fraud. Minnesota Shawn Marie Kaarbo F 2012-11 General 2013-02 In person Ineligible felon voting Registration fraud 1 1 Shawn Marie Kaarbo (aka Shawn Marie Melton and Shawn Marie Strandberg), a convicted felon, pleaded* guilty to voting while ineligible in the November 2012 general election, while still on probation. Using Election Day Registration, Kaarbo voted at a polling place in Skelton Township, at which time she completed a voter registration application and signed a certification saying she was eligible to vote. when in fact her voting rights had not been restored.  Carlton County Auditor/Treasurer Paul Gassert said that because the voter's ineligiblity was discovered after the fact, there was no way to prevent the fraudulent vote from counting. Accused of absentee ballot fraud in connection with 2008 and 2009 mayoral races. Charged with 1 count conspiracy, 4 counts election fraud, 1 count absentee ballot fraud, 1 count tampering with public records or information, 1 count falsifying records, 1 count forgery, and 1 count hindering apprehension or prosecution in connection with Small's 2009 campaign; 1 count in connection with a 2008 mayoral campaign. New Jersey Marty Small Ernest Storr Tracy Pijuan Luquay Zahir Floyd Tally David Callaway Toni Dixon Dameka Cross Mark Crumble Michele Griffin Ramona Stephens Demaris Jones Ronald Harris M 2009 Municipal - Democratic primary 2009-09 Absentee Ballot Fraud 10 Atlantic City Councilman Marty Small and five co-defendants went to trial in November 2010 for attempting to win an election by asking voters to apply for absentee ballots. Instead of letting the voters choose their own candidate, a self-proclaimed “secret army” mishandled ballots and even had a “shredding party” to dispose of votes for opposing candidates. Voters were told whom to vote for, never received their ballots — which wound up being cast anyway — or got their applications and ballots at the same time. It was alleged that some voters did not even live in the city, and used fictitious addresses in order to vote. Small was charged and acquitted twice of voter fraud.
