Using Election Day Registration, Kaarbo voted at a polling place in Skelton Township, at which time she completed a voter registration application and signed a certification saying she was eligible to vote. when in fact her voting rights had not been restored. Carlton County Auditor/Treasurer Paul Gassert said that because the voter's ineligiblity was discovered after the fact, there was no way to prevent the fraudulent vote from counting. Instead of letting the voters choose their own candidate, a self-proclaimed “secret army” mishandled ballots and even had a “shredding party” to dispose of votes for opposing candidates. Voters were told whom to vote for, never received their ballots — which wound up being cast anyway — or got their applications and ballots at the same time. It was alleged that some voters did not even live in the city, and used fictitious addresses in order to vote. Small was charged and acquitted twice of voter fraud.
