Pennsylvania Walter "Deb" Wiltrout Thomas Keefer, William Geary M 2011-11 General D 2013-10 Absentee/mail Illegal assistance 3 2 Former Bullskin Township supervisor Walter "Deb" Wiltrout was charged with three counts of voter fraud related to unlawful assistance of two voters. Thomas Keefer and William Geary, Democratic supervisors, were also charged for soliciting absentee votes from elderly residents who weren't eligible to cast such ballots. Keefer was charged with five violations of the election code relating to absentee ballots. Geary was charged with seven violations of the same provision. In addition, both men were charged with one count of unlawful assistance in voting and two counts of conspiracy. Keefer, Geary, and Wiltrout visited elderly voters' homes to help them complete ballots despite knowing the voters were physically able to vote in-person on Election Day, and also failed to fill out declarations of physical disability with the ballots, which certify that the voters wouldn't be able to vote in-person. Keefer obtained six votes that way, Geary obtained seven, and Wiltrout two. All three were admitted into a pretrial diversionary program in Fayette County Court. Idaho Walter A. Coiner M 2008-11 General 2009-09 Multiple voting 1 1 Walter A. Coiner was charged with one count of felony illegal voting and pleaded* guilty to a misdemeanor voter fraud charge after admitting he tried voting twice in the November 2008 election. Kentucky Walter Bascom Shrout (former Bath County judge-executive) M 2006-05 Democratic primary D 2006-11 Vote buying Walter Bascom Shrout gave cash to at least five people with instructions to use the money to buy votes in the primary race for Bath County judge-executive. The obstruction of justice charge stems from Shrout allegedly trying to persuade the people who received the money not to talk to investigators. Kentucky Wanda Moore Wilbur Graves Gary Bartley Ronald Muse F 2006-11 General 2010-06 Vote buying Wanda Moore pleaded* guilty to conspiracy to buy votes during the 2006 Monroe County general election and agreed to testify against her co-defendant, former Monroe County Judge-Executive Wilbur Graves. West Virginia Wandell “Rocky” Adkins Toney “Zeke” Dingess M 2004-05 Democrat Primary D Vote Buying Wandell “Rocky” Adkins admitted buying votes during the 2004 primary election. Dingess said he carried more than $5,000 for Rocky Adkins. Connecticut Wayne Baker M R Absentee/Mail Wayne Baker, chairman of a Republican town committee, was accused of not providing information required by law on unsolicited absentee ballot applications. Ordered to comply with laws for disseminating unsolicited absentee ballot applications in the future
North Carolina Wayne Shatley Ross "Toogie" Banner Carlos Hood Anita Moore Valerie Moore M 2002-11 General R 2003-07 Vote Buying 4 Wayne Shatley was accused of organizing and engaging four others to buy votes for Gary Clark, the Republican candidate for sheriff in the 2002 general election in Caldwell County. He financed it with $5,000 to $6,000 of his own money. Charged with 1 count with conspiracy to buy votes and 3 counts with actually buying votes.
