Texas Russell Grant Charles Roaches M 2009-05 Gonzales municipal 2011-02 Absentee/mail Voter intimidation/coercion Ballot tampering 10 10 Russell Grant was indicted in February 2011 on 10 counts of voter fraud for providing false information on an application for early voting in the May 2009 Gonzales City Council election, along with Charles Roaches, indicted on 4 counts. Dozens of Gonzales citizens said then-candidates Grant and Roaches gave them misleading information and possibly tampered with their mail-in ballot applications. City Voting Officer Jean Collins said 83 of 102 mail-in ballot applications received listed "disability" as the reason for voting by mail. Several voters named on the applications contended they are not disabled and never voted by mail. In February 2010, Grant admitted to “voter misconduct” and agreed to resign his District 2 council seat, abstain from public office, and cooperate with authorities in the voter fraud investigation. Both Grant and Roaches entered pretrial diversion. Alabama Election contest: Oren Fannin v. Karen Berry 2008-11 Pike County commission 2008-12 Election contest Absentee/Mail Ineligible district voting 10 After nearly a year in office, Pike County Commissioner Karen Berry was ordered to vacate her District 6 seat to challenger Oren Fannin when a judge ruled that 10 votes were cast illegally for Berry in the November 2008 election. Berry was originally declared the winner by a six-vote margin, but Fannin contested the results. All 10 illegal votes were cast by absentee ballot. Three invalid ballots were stipulated by both parties, since Carl, Mary and Brandon Kidd cast absentee ballots for Berry but lived outside District 6. Another three voters - Tiffany Paige Gray, Norman Lyn Gray and Nerita Hinkle - all testified to voting for Fannin but also lived outside the district. Berry herself also pleaded guilty to charges of voter fraud and perjury for mailing an illegal absentee ballot. Mississippi Lessadolla Sowers F 2007-08 Democratic primary D Absentee/mail Impersonation 31 10 Lessadolla Sowers, a Tunica County NAACP executive committee member, was found guilty of fraudulently casting 10 absentee ballots; 21 additional counts were dropped for various reasons. Sowers was found guilty of voting in the names of Carrie Collins, Walter Howard, Sheena Shelton, Alberta Pickett, Draper Cotton and Eddie Davis; and in the names of four dead persons: James L. Young, Dora Price, Dorothy Harris, and David Ross. Mississippi Bureau of Investigations officers seized ballot boxes from the Tunica County Courthouse the evening of the Aug. 7, 2007, primary elections. Seventeen absentee ballots pulled from sealed ballot boxes listed the Sowers' post office box address. Eight Tunica County residents testified at trial that they did not sign the applications or absentee ballots cast in their names and showing Sowers' P.O. box. A forensic scientist identified Sowers’ DNA on the inner seals of five envelopes containing absentee ballots. Florida Ernest Sinclair Johnson, Jr. "Madison 9" M 2010 Madison school board 2011-11 Absentee/Mail Impersonation Perjury 13 11 Ernest Sinclair Johnson, Jr., was charged with 11 counts of felony fraud in connection with casting votes, one count of corruptly influencing voting, and one count of perjury by false written declaration in the 2010 Madison school board election. His wife, school board candidate Abra “Tina” Hill Johnson, and seven others - the "Madison 9" - were also charged in the scheme, which involved asking voters to sign Absentee Ballot Request Forms and, without the voters’ knowledge or consent, writing an alternate address on the forms, causing the ballots to be mailed to a third party rather than directly to the voters. In 2010, Florida law required ballots to be sent to a voter’s registered address unless the voter was absent from the county, hospitalized, or temporarily unable to occupy their residence. The Johnsons retrieved the ballots, took them to the voters and waited for them to vote, and then returned the ballots to the Supervisor of Elections. Texas Oscar Rios Jose Rene Gomez Oralia Frausto Maria Gonzalez (aka Dolores Gutierrez) M 2006-03 Democratic primary D 2006-06 Registration fraud - fake Absentee/Mail 12 12 Oscar Rios pleaded* guilty to 12 counts of absentee ballot fraud for illegally possesing other voters' ballots. Oralia Frausto, Jose Rene Gomez, and Maria Gonzalez (aka Dolores Gutierrez) - Starr and Hidalgo county political operatives - were also indicted for voter fraud in a large-scale effort to submit mail-in ballots for imaginary people in 2006’s March Democratic primary election. Wisconsin Robert D. Monroe M 2011 2012 Multiple R 2014-06 Multiple voting Absentee/Mail Ineligible district voting 13 12 Robert D. Monroe, of Shorewood, was charged in 2014 with 13 felony counts of voter fraud and pleaded* no contest to six of them. Each is punishable by up to 18 months in prison.  Monroe cast two ballots in the April 2011 Supreme Court election, two in the August 2011 recall election of state Sen. Alberta Darling, five in the 2012 recall election of Gov. Scott Walker, one illegal ballot in an August 2012 primary and two ballots in the November 2012 presidential election. The New Yorkers and nine individuals from around the country admitted they should never have registered in Ohio. As part of a deal* with prosecutors, the 13 apologized and claimed they had "misunderstood" the state's voting rules. "Without reservations, we apologize to the community [and] for the problems this misunderstanding has caused," said Greg Nolan, spokesman for activist group Vote from Home. The group is run from the East 82nd Street brownstone of Heather Halstead, daughter of Halstead Properties founder Clark Halstead. Halstead and her husband, Marc Gustafson - along with Bank of New York Mellon exec Joel Speyer and former New York Sun reporter and Scarsdale resident Daniel Hemel - and their friends were investigated after they crammed into a three-bedroom house in Columbus and registered to vote.
