Connecticut Edwin Garcia (former state representative) Liz Diaz Virgen Figueroa M 1996 Democratic Hartford town committee D 1996 Absentee/Mail Registration fraud - non-citizens Illegal Assistance 86 Edwin Garcia masterminded a conspiracy to register ineligible voters to cast absentee ballots in a hotly contested town committee race that threatened his power base. Garcia and six co-workers were charged with equipping scores of ineligible voters with absentee ballots and, in many cases, helping them vote. Garcia pleaded* no contest to three felonies in exchange for no jail time and the state's agreement to drop the other 83 counts. Senior Assistant State's Attorney John M. Massameno had called the evidence against Garcia ``overwhelming.'' Garcia resigned his state office and lost his job as a Hartford police sergeant. Maryland Fredericus Hubertus Slicher M "Numerous federal elections for more than 30 years" Non-citizen voting (+registration) Registration fraud - noncitizen Slicher has voted in numerous federal elections for more than 30 years despite being ineligible to vote due to alienage. In August 2013, Slicher was discovered by ERO officers to be a foreign national on the Maryland Sex Offender Registry. In September 2013, ERO officers asked Slicher about his citizenship. Slicher falsely claimed to be a U.S. citizen and presented the forged naturalization certificate as proof, along with his fraudulently obtained U.S. passport. After it was determined that the documents were forged, ERO officers arrested him for being in violation of U.S. immigration law. During questioning it was discovered that Slicher was collecting Medicare, social security benefits and had been actively voting. According to his plea agreement, Slicher is a citizen and national of Netherlands, who entered the United States in 1967 on a visitor visa. He was later given a work visa, which expired in 1969. Slicher applied for a permanent work visa, but was denied. Nevertheless, Slicher did not leave the United States and has been unlawfully present ever since. In 1974, Slicher obtained a forged U.S. naturalization certificate which he used to obtain numerous identity documents, including a U.S. passport, a social security card and a Maryland driver's license. Slicher is a registered sex offender as the result of a 2004 state child abuse conviction. 3 months in prison followed by 1 year of supervised release. Judge Bennett also entered an order that Slicher pay restitution of $48,928 for social security and Medicare benefits unlawfully received. West Virginia James Surkamp (former Jefferson County Commissioner) M Primary D 2010-04 Multiple Voting Unauthorized presence at polls 2 James Surkamp was charged with illegal voting and unauthorized presence in election room. He voted during early voting and then attempted to vote again on election day. Texas Francisco "Frankie" Garcia Rebecca Gonzalez Diana Balderas Castaneda Guadalupe Escamilla M 2012-11 Donna ISD school board D 2014-09 In person Vote buying 3 3 Francisco "Frankie" Garcia was indicted on federal on conspiracy and voter fraud charges for trading cash and cocaine for votes in the November 2012 Donna school board elections. Voters were paid either a “dime bag” of cocaine or $10 per vote. Garcia paid three voters by dropping $30 into the car in which they were seated, through an open car window, after they voted. Garcia was the campaign manager for candidates in the 2012 school board race and instructed at least five "politiqueras" or campaign workers to pay cash or cocaine for votes. Illinois 2016-11 General Absentee/Mail Vote buying Kankakee officials announced an investigation into voter fraud, including allegations that “individuals from Chicago” were offering gifts in exchange for votes, and prompting a visit by the top federal attorney for central Illinois and Illinois Attorney General Lisa Madigan. Illinois Attorney General’s office is also “actively monitoring” the situation. The probe is centered on a hotly contested race between Democratic State Rep. Kate Cloonen and her Republican challenger Lindsay Parkhurst. Connecticut Mitchell Robles M Absentee Ballot Fraud Vote Buying Mitchell Robles,an agent of a political party, was accused of taking possession of an absentee ballot, being present when an absente ballot was executed and compensating someone a dollar for helping another person with an absentee ballot. The Connecticut Elections Enforcement Commission investigated, but was unable to obtain sufficient evidence, so the complaint was dismissed. Michigan Rev. Edward Pinkney M 2005-02 Recall Absentee/Mail Vote Buying Rev. Edward Pinkney reportedly paid patrons of a soup kitchen $5 each to cast absentee ballots in a Feb. 2005 recall election in Michigan. He was also caught being in possession of absentee ballots cast by others. Convicted of 5 counts of election fraud.
