Kentucky Gary “Rooster” Risner Tami Jo Risner Larry Shepherd Mason Daniels Scott McCarty M 2014 Primary, General D Vote buying Magoffin County magistrate Gary “Rooster” Risner was convicted in federal court of conspiring to buy votes in the 2014 primary and general elections, along with his wife Tami Jo Risner and chief deputy county court clerk Larry Shepherd. Co-defendant Scotty L. McCarty pleaded guilty to a misdemeanor vote-fraud charge and gave information to authorities. Unindicted co-conspirator Charles “Doc” Hardin allegedly put up money for vote buying in multiple elections from 2008 to 2014. Indiana Douglas Campbell Terry Danner M 2011 2012-05 Absentee/Mail Illegal assistance 2 2 Douglas Campbell, the mayor of Austin, pleaded* guilty to misdemeanor electioneering in exchange for prosecutors dismissing felony voter fraud and conspiracy charges. Campbell and Terry Danner were accused of going to at least four homes in 2011 to illegally collect absentee voter ballots. Pennsylvania William Geary Thomas Keefer, Walter "Deb" Wiltrout M 2011-11 General D 2013-10 Absentee/mail Illegal assistance Conspiracy 10 7 William Geary and Thomas Keefer, Democratic Bullskin Township supervisors, were charged with voter fraud for soliciting absentee votes from elderly residents who weren't eligible to cast such ballots. Keefer was charged with five violations of the election code relating to absentee ballots. Geary was charged with seven violations of the same provision. In addition, both men were charged with one count of unlawful assistance in voting and two counts of conspiracy. Former supervisor Walter "Deb" Wiltrout was charged with three counts related to unlawful assistance of two voters. Keefer, Geary, and Wiltrout visited elderly voters' homes to help them complete ballots despite knowing the voters were physically able to vote in-person on Election Day, and also failed to fill out declarations of physical disability with the ballots, which certify that the voters wouldn't be able to vote in-person. Keefer obtained six votes that way, Geary obtained seven, and Wiltrout two. All three were admitted into a pretrial diversionary program in Fayette County Court.
