Joe Garcia. Garcia was involved in a sophisticated scheme to manipulate primary elections by submitting hundreds of fraudulent absentee-ballot requests. He also worked on the campaign of Democrat Patrick Murphy of Jupiter, who unseated Republican congressman Allen West. A Herald investigation found that hundreds of 2,552 fraudulent requests for the August 14 primaries originated from Internet Protocol addresses in Miami. The targeted voters in the online scheme were selected because they were registered but infrequent voters.
