Connecticut Melissa Engel F 2010-11 Municipal Referendum Absentee Ballot Fraud Douglas Logan and Melissa Engel were alleged to have impermissibly handled absentee ballot applications and/or absentee ballots. An investigation by the The Connecticut Elections Enforcement Commission concluded Logan and Engel's assisted "family", which is permissible. Matter was dismissed. Florida Cardel Bailey M 2009 Registration fraud 16 Cardel Bailey was accused of filing multiple voter registration applications with fictitious names and as the same individuals and registering ACORN canvassers to vote multiple times while working on an ACORN voter drive. Charges: 8 counts of false swearing in connection with voting or elections and 8 counts of submission of false voter registration information.
Ohio Deshara M. McKinney F 2009 General 2009 Absentee/Mail 3 Deshara M. McKinney was accused of falsifying applications for absentee ballots pertaining to a ballot measure. Pleaded guilty to 2 counts election fraud, 1 count failure to appear. 1 year incarceration for each felony, to run consecutively. New Mexico Unknown impersonator 2014-11 General In person Impersonation 0 1 The Rio Arriba County Clerk’s office confirmed a case of impersonation voter fraud in the November 2014 general election involving an imposter who voted by providing the name and address of an eligible voter. County election staff detected the fraud when the actual voter arrived to vote at the Health Commons Clinic in Española and was told someone else had cast a ballot under his name three days earlier. The man told poll workers he hadn’t voted, and officials were able to confirm that the signature on the original ballot did not match the legal voter’s signature on file. The evidence collected showed that a crime occurred, not a mistake or misunderstanding. Poll workers allowed the man to vote on a provisional ballot. Elections officials have no legal means of actually verifying signatures or confirming identification of a voter. Bobbi Shearer of the Secretary of State’s office said that "under current law there are no means available to poll workers to help them determine if a voter is actually the person he says he is.” Shearer said the fraudulent voter’s vote had already gone through a tabulator and could not be identified or separated from the legitimate ballots in the machine. Ohio Christine Macklin F General 2013-05 Absentee/mail Impersonation 1 1 Christine Macklin of Bond Hill is accused of illegally voting from 2008 through 2012 for Mr. Eugene Rienzo, a severely disabled man for whom she was guardian. Macklin allegedly voted Rienzo’s absentee ballot after being disallowed to vote for him at the Board of Elections on October 2, 2012, the first day of early voting.
