Hall doesn't live at or own the address in Bryan at which she is registered to vote, but has voted in several city elections, most recently in December 2013. Hall listed her address on her voter registration as 5918 Texas 21 East in Bryan, which is the address of Bruders Electric. According to Hall, the building's former owner, Edward Wayne Kelly, offered to let Hall live in part of the building, but she never moved in. Hall thought the agreement was still in place when Kelly passed away several years ago, but Malcolm Hein, the owner of Bruder's Electric, who is renting the building, signed an affidavit saying he's never allowed anyone to live on the property.
