An investigation by the Secretary of State's office found that ResponsibleOhio and the Strategy Network’s petitions contained signatures of dead people, that they attempted to register people under fake addresses, and that there were voter registration forms that were forged and completed by someone other than the registrant. Vines’s co-conspirators acted as “runners,” illegally “assisting” voters in ﬁlling out their absentee ballots. In many cases, ballots were transported by the conspirators to Vines’s law oﬃce before being subsequently mailed.
