One voter, Juan Castellanos, told elections officials that ballot havester Cynthia Gonzalez had filled out his ballot in the Constable Precinct 5 race for incumbent Frank Flores III instead of for his preferred candidate Gilbert Gomez. Patricia Franklin, who has been working Nueces County elections for about 15 years, said a relative of Flores "brought in people every day that she didn't seem to know."
