Charged with 1 count of making false statements under election laws, a Class C felony, and 1 count of voting when not qualified, a Class A misdemeanor. Pleaded guilty to 1 count of False Information and voting when not qualified. Also claimed to have sat on at least one jury trial. Claimed to have voted by mail for "several years." Charged with 1 count conspiracy, 4 counts election fraud, 1 count absentee ballot fraud, 1 count tampering with public records or information, 1 count falsifying records, 1 count forgery, and 1 count hindering apprehension or prosecution in connection with Small's 2009 campaign; 1 count in connection with a 2008 mayoral campaign. As part of a plea agreement, he pleaded guilty to 1 count related to the 2008 election and 1 count related to the 2009 election.
