North Carolina Valerie Moore Ross "Toogie" Banner Carlos Hood Anita Moore Wayne Shatley F 2002-11 General R 2003-07 Vote Buying Valerie Moore reportedly paid people to vote for Republican candidates, including Gary Clark, the Republican candidate for sheriff, in the 2002 general election in Caldwell County. Ohio Jean Gobeil 2012-11 General Non-citizen voting 1 Non-citizens Jean Gobeil, Bernus Charmont. and Carmen Lockhart, of Hamilton County, were each charged with one count of voting illegally in the November 2012 election. Prosecutor Joseph Deters said Lockhart, Charmont and Gobeil are all in this country legally but they are non-citizens and, therefore, ineligible to vote. Connecticut Sheila M. O'Malley F 2006-08 2006-11 Primary General Registration Fraud Ineligible district voting A complaint was brought against Sheila M. O'Malley with the State of Connecticut State Elections Enforcement Commission. O'Malley was accused of not being registered properly for two elections. The first case was because of a mistake in her address. In the second case, O'Malley had moved to a home within the same district but did not update her registration.
