Charges were filed against four St. Joseph County Democratic officials and deputies as part of a multiple-felony case involving the forging of Democratic presidential primary petitions in the 2008 election, which put then-candidates Barack Obama and Hillary Clinton on the Indiana ballot. The officials were accused of taking part in a scheme to fake signatures and names on the primary petitions needed to run for president. The plan was hatched by local Democratic Party officials inside the local party headquarters. Morgan was accused of being the scheme's mastermind who ordered the petition fraud. Page after page of the petitions were clearly in the same handwriting, but the petitions sailed through the Board of Elections without any problems, "because election workers in charge of verifying their validity were the same people faking the signatures." Prosecutors said that nine of the Obama petition pages were apparently forged.
