From a list of almost 200 voter fraud cases that occurred since June 2007, only one person was charged. Texas Irene Rodriguez Chris De Leon F 2014-06 Mercedes municipal runoff Absentee/mail Illegal assistance 3 Irene Rodriguez, the wife of Mercedes City Commissioner and mayoral candidate Rudy Rodriguez, and Chris De Leon, the owner of the adult daycare that disabled senior Yolanda Gonzales attended, entered Gonzales' home, opened mail-in ballots for the June 2014 City Commission runoff, and instructed Gonzales how to complete her own ballot. The two women then instructed Gonzales to complete and sign the ballots of her mentally-impaired brother Rene Gonzales and her 88-year-old bedridden father Jose Gonzales, who weren’t home. It’s illegal to cast someone’s vote for them without their knowledge and to instruct someone how to vote as they are voting. It is also against the law to mark their ballot or take it to the mail for them without signing as a voter assistant. Describing the incident, Yolanda Gonzales — who, at 64, suffers from various disabilities — didn’t seem to understand that what she had done was wrong. She said she had just followed the instructions of the campaign workers, who told her she was allowed to mark votes for her father and brother. Alabama Pinto Smith (former county commissioner) Connie Tyree M 1994-11 General 1997-01 Absentee/Mail Impersonation Forgery 13 Greene County Commissioner Pinto Smith and Connie Tyree, a county employee and deputy registrar, were convicted of absentee ballot fraud stemming from the 1994 general election. Smith and Tyree falsified absentee ballot applications and voter registrations, falsely signed as witnesses, provided false address information and forged signatures. Florida Jada Woods Williams (Madison County Supervisor of Elections) "Madison 9" F 2010 Madison school board 2011-11 Absentee/Mail 17 Jada Woods Williams, Madison County Supervisor of Elections, was charged with 17 misdemeanor counts of neglect of duty and corrupt practices for allowing the illegal distribution of absentee ballots in the "Madison 9" case, in which 2010 Madison school board candidate Abra “Tina” Hill Johnson, her husband, and six others were also charged in a scheme to illegally request and return absentee ballots. Williams, who was suspended from office by the Governor when charges were filed in November 2011, mailed 80 absentee ballots to nine different addresses other than those on file for voters, and elections employees gave more than two absentee ballots to a nonrelative of a voter, in violation of state law. The election was decided by just 28 votes. Charges against Williams were dismissed due to lack of evidence of "willful" neglect or intent to commit fraud. Dismissed 2013.
