From a list of almost 200 voter fraud cases that occurred since June 2007, only one person was charged. Hawaii Clifford Uwainewas (former State Senator) Ross Segawa Debra Kawaoka Brian Minaai M 1982 Democratic primary D 1983-02 Registration fraud - ineligible district 1 State Sen. Clifford Uwaine was convicted of conspiring to illegally register voters in the 1982 Democrat primary. Prosecutors found that 27 participated in a scheme to illegally register Honolulu voters in order to boost Democrat candidate Ross Segawa, a student in the University law school, into the District 19 state House seat that encompassed Manoa, where the university’s main campus is located. The students, including some working in the Legislature or attending the university’s law school, were caught when Segawa’s opponent noticed that some of Segawa’s youthful supporters claimed they lived at the Arcadia Retirement Residence on their voter registration forms. Texas Jose A. Garza M 2012-07 Democratic primary runoff D 2015-03 Absentee/mail Ballot tampering 10 10 Brownsville residents Jose A. Garza and Rafael Elizondo were indicted for possessing marked ballots without the consent of the voter, in violation of Section 86.006 of the Texas Election Code. Elizondo was indicted for possessing more than ten marked ballots without the consent of the voter during a 2012 primary runoff election. Kentucky Tami Jo Risner Gary “Rooster” Risner Larry Shepherd Mason Daniels Scott McCarty F 2014 Primary, General D Vote buying Tami Jo Risner was convicted in federal court of conspiring to buy votes in the 2014 primary and general elections, along with her husband Gary “Rooster” Risner and chief deputy county court clerk Larry Shepherd. Co-defendant Scotty L. McCarty pleaded guilty to a misdemeanor vote-fraud charge and gave information to authorities. Unindicted co-conspirator Charles “Doc” Hardin allegedly put up money for vote buying in multiple elections from 2008 to 2014.
