Mississippi Stanley Maurice Warren M 2007 Democratic primary, Runoff Vote Buying 3 Stanley Maurice Warren was charged with conspiracy to commit voter fraud and voter fraud, as part of widespread arrests during the 2007 Benton countywide elections. Pleaded guilty to 1 count of voter fraud. Other 2 counts were retired. Washington Jayson Lee Woods M 2007-07 Registration Fraud 8 Felony charges were filed against 7 individuals who submitted about 1,800 registration cards on behalf of the Association of Community Organizations for Reform Now, or ACORN. The organization agreed to keep a better eye on its employees and pay $25,000 to defray costs of the investigation. Jayson Lee Woods was charged with 8 counts of providing false information on a voter registration, a felony. Connecticut Mamie Jackson M Absentee/Mail Illegal Assistance Jackson, a campaign volunteer, was accused of not signing absentee ballot applications she assisted with, as required by law. She was also accused of being present while people voted absentee ballots, a violation of state laws, because she was an agent of a political party. Civil penalty of $5,000, reduced to $500 due to financial hardship. Ordered not to assist with absentee ballot applications or distribute absentee ballots for two years. Ordered not to be present when people are filling out absentee ballots or to take them and to comply with the law in the future.

Ohio John Jackson M 2000-11 Presidential R Absentee Ballot Fraud 6 John Jackson, a Republican member of the Cuyahoga County Board of Elections was charged with five counts of tampering with ballots, and one count of misconduct of an employee of the board of elections. Jackson was accused of changing residents' votes when he went to assist nursing home residents vote. The Supreme Court ruled that unsealed secret ballots could be used as evidence against him, but the case was ultimately dismissed because of the death of the witness. Georgia Albert Palmour Carleton Vines Dorothy Gilreath Steve Chappelear Sidney Johnson Lois Reed Anthony Sparks M 2006 General Absentee/Mail Illegal assistance Carleton Vines and his accomplices (Albert Palmour, Dorothy Gilreath, Steve Chappelear, Sidney Johnson, Lois Reed, and Anthony Sparks) ran an absentee ballot fraud operation designed to rig the 2006 election in which Vines won election as a State Court Judge. Vines’s co-conspirators acted as “runners,” illegally “assisting” voters in filling out their absentee ballots. In many cases, ballots were transported by the conspirators to Vines’s law office before being subsequently mailed. The group signed a consent decree with the state board of election, acknowleding their actions and accepting a public reprimand. Rhode Island Anthony Mancini M Registration Fraud Ineligible district voting 1 Anthony and Agnes Mancini were accused of being residents of Smithfield, Rhode Island, but being registered to vote and voting using Mr. Mancini's business address in Johnston, Rhode Island. http://www.documentcloud.org/documents/368319-rhode-island-2nd-response.html
Connecticut Maura McLoughlin F Ineligible district voting The New Hartford Registrar of Voters brought a complaint against Maura McLoughlin questioning her residency based on the facts that two individuals living at the claimed residence stated McLoughlin did not reside there and her driver's license had a different address than the one claimed. The Connecticut Elections Enforcement Commission investigation concluded that McLoughlin was a qualified voter and the matter was dismissed. Surber M 2004-05 Municipal D 2006-03 Vote Buying Absentee/Mail Illegal assistance 243 Ben Ellis Cooper, ex-mayor of Appalachia, was charged with 243 counts of election fraud including vote buying, absentee ballot fraud, stealing ballots, destroying ballots, illegal assistance, voting more than once.
