Cespedes of Paterson; Ana Vely-Gomez of Paterson; Lucia A. Guzman of Paterson; Inocencio Jimenez of Paterson; and Jose Ramon Ruiz of Prospect Park, were arrested on charges of second- and third-degree voter fraud and third-degree tampering with public record. Cespedes is also charged with voting twice – once using her married named of Belkis Cespedes and once using her maiden name of Belkis Nunez. Dalila Rodriguez of Paterson, Wilson A. Torres of Paterson, Octavio A. Dominguez of Elmwood Park; Juana A. Gil of Paterson; Jose E. Gonzalez of Paterson; and Loudes Inoa of Paterson were charged with third-degree voter fraud and third-degree tampering with public records. Ricardo A. Fermin-Cepeda of Paterson, was charged with second- and third-degree voter fraud and third-degree tampering with public records but is currently a fugitive. The defendants all allegedly acted as bearers/messengers for mail-in (absentee) ballots. The complaint summonses allege that the defendants tampered with mail-in ballots and/or voted mail-in ballots on behalf of voters who did not receive the ballots or who did not authorize them to vote for them. http://www.nj.gov/oag/newsreleases10/pr20101202b.html
Pennsylvania Voting Irregularities in Philadelphia County 2012 Primary (Schmidt Report) >Impersonation: Joseph Cheeseboro/Joseph Cheeseborough 2012-06 Primary Impersonation Non-citizen voting Multiple voting 1. Voting by non-registered individuals This type of voting irregularity occurs when an individual who is not registered to vote in Philadelphia at the time of an election casts a vote. Evidence in this report shows individuals who were not registered voters at the time of the 2012 primary, yet still cast votes included in the Certified Election Results. 2. Voting by individuals in the incorrect party’s Primary This type of irregularity is one of the most common irregularities that occur in Primary Elections in Philadelphia. A division in which all non-Democratic voters cast votes for candidates in the Democratic Primary is examined in this report. 3. Divisions with more votes than voters This type of voting irregularity occurs when more votes are cast on the Voting Machines than voters who showed up to the polls. We examined a division where either 6 unknown voters were able to vote without signing in, or at least one person voted more than once. 4. Voting by individuals in the incorrect legislative district This type of voting irregularity refers to voters casting votes on the Voting Machines in a legislative district that does not include the division in which the voter is registered. Examples of voters casting votes in districts other than their own are included in this report. 5. Individuals voting more than once This type of voting irregularity occurs when a voter is able to vote more than once in the same election. Evidence in this report confirms an example of an individual who voted twice, illegally in the 2012 Primary. 6. Voter impersonation This kind of voting irregularity occurs when one individual impersonates another and is able to vote in place of the person whose name appears in the Poll Book. This report contains evidence of one such example. 7. Voting by non-U.S. citizens In 2012 alone, the Philadelphia City Commissioners have already been made aware of 19 non-U.S. citizens registered to vote in Philadelphia County. Seven have voted in at least one election, as recently as the 2012 Primary. Texas Cynthia Gonzalez 2016-05 Democratic Primary Runoff Absentee/Mail The Texas Attorney General's office is investigating potential voter fraud in Nueces County during the May 2016 primary runoff election. One voter, Juan Castellanos, told elections officials that ballot havester Cynthia Gonzalez had filled out his ballot in the Constable Precinct 5 race for incumbent Frank Flores III instead of for his preferred candidate Gilbert Gomez. Patricia Franklin, who has been working Nueces County elections for about 15 years, said a relative of Flores "brought in people every day that she didn't seem to know." North Carolina Contested Election: Leon Maynor vs. Laura Sampson 2015-11 Lumberton municipal Contested Election Vote buying The State Board of Elections ordered a new election for the Lumberton Precinct 7 City Council seat, due to voter “irregularities." possible fraud and “systematic” errors made by the Robeson County Board of Elections. The Precinct 7 race had been stalled by election protests filed by both the incumbent, Leon Maynor, and challenger, Laura Sampson. Following several recounts, including a full hand-to-eye recount, Maynor held a one-vote lead over Sampson. An investigator with the State Board of Elections testified that there is an ongoing investigation of vote-buying allegations against both Maynor and Sampson. The investigator, Matthew Martucci, a former New York Police Department detective, said that both candidates, local election officials and others have been interviewed about the allegations, which were made by multiple sources. All information collected during the investigation will be forwarded to the State Bureau of Investigation and the U.S. Attorney’s Office for the Eastern District of North Carolina. The state board questioned Steve Stone, the chairman of the Robeson County Board of elections, extensively about how the hand recount was conducted, and after reviewing the ambiguous ballots, decided there was no way they could determine the voters’ “intent” based on the ballots.
