North Carolina Unnamed Poll Worker 2010-11 General Impersonation In person 1 According to the Lenoir County Board of Elections minutes, during the 2010 general election a poll worker pulled the master list, removed the necessary label, grabbed a ballot and proceeded to vote in place of a member of the family. Details as to the worker, the precinct and the candidate to whom those votes would have gone have not been released. Former LCBOE Chairman Robert Waller said the board was informed of the incident at its Nov. 12, 2010, meeting, and sent the case on to the State Board of Elections. From there, an SBOE investigator pursued the case, taking statements from elections director Dana King and other poll workers. “It’s my understanding that that matter was referred to the D.A. for your prosecutorial district,” SBOE Elections Liaison Veronica Degraffenreid said. Hawaii Brian Minaai Ross Segawa Debra Kawaoka Clifford Uwainewas M 1982 Democratic primary D 1983-02 Registration fraud 1 Brian Minaai pleaded* guilty to a misdemeanor in the 1982 Democrat primary. Prosecutors found that 27 participated in a scheme to illegally register Honolulu voters in order to boost Democrat candidate Ross Segawa, a student in the University law school, into the District 19 state House seat that encompassed Manoa, where the university’s main campus is located. The students, including some working in the Legislature or attending the university’s law school, were caught when Segawa’s opponent noticed that some of Segawa’s youthful supporters claimed they lived at the Arcadia Retirement Residence on their voter registration forms. Ohio Unnamed Resident 2012-11 General Multiple voting In person 1 Auglaize County officials are looking into possible voter fraud after discovering one resident may have voted twice in the Nov. 6, 2012 election. Board of elections director Carolyn Campbell said staff members go from precinct to precinct after each election to count every ballot and verify every signature. During that process after the general election, they discovered one person may have voted in two different precincts. Because of the ongoing investigation, Campbell could not release the name of the voter or the precincts. The voter will face felony charges if officials determine there is enough evidence for fraud. After discovering the double vote, Campbell brought the issue to the board, who agreed to turn the issue over to the sheriff's department and the prosecuting attorney. Illinois Shavette M. Wills F 2015-04 Municipal 2015-05 Absentee/Mail 2 Shavette M. Wills was charged with two felony counts for improperly marking an absentee ballot and perjury charges for allegedly making a false statement. The charges state that Wills marked another voter's absentee ballot, mailed it and then made a false statement by stating that she signed an affidavit to assist a voter, stating that she had cast a ballot as directed by the voter when she had not. Washington Karle Coppenrath F 2005-11 General Multiple Voting Absentee Ballot Fraud 1 Karle Coppenrath, of Jefferson County, Washington, reportedly voted two mail ballots in a 2005 election because she mistakenly received two ballots. There was no proof she intended to vote twice, so criminal charges were not filed. Washington Dan Millikan M 1 Records received from Snohomish County Washington did not indicate the specific accusation. From a list of almost 200 voter fraud cases that occurred since June 2007, only one person was charged.
