A campaign manager for a Hidalgo County Commissioner bought cocaine and gave it to the two women so they could use it to entice voters. Solis pleaded guilty to one count of vote-buying after she admitted to buying five votes with cash and cocaine. Both women were part of a large year and a half long FBI investigation into election corruption in Hidalgo County that began in January 2013.
