Florida Election contest: Bruce Guyton v. Lynne Hubbard 2016-03 Riviera Beach municipal 2016-04 Election contest Ineligible district voting Registration fraud 3 Incumbent Bruce Guyton challenged the results of the March 2016 Riviera Beach City Council race that ended in a tie between him and Lynne Hubbard, claiming that three absentee ballots casts by relatives of Hubbard should be thrown out. Guyton says there is proof that Hubbard’s nephew and two brothers don’t live at her house, as listed in their voter registration. Hubbard won a scheduled runoff election in May 2017, ending the contest. Alabama Election contest: Oren Fannin v. Karen Berry 2008-11 Pike County commission 2008-12 Election contest Absentee/Mail Ineligible district voting 10 After nearly a year in office, Pike County Commissioner Karen Berry was ordered to vacate her District 6 seat to challenger Oren Fannin when a judge ruled that 10 votes were cast illegally for Berry in the November 2008 election. Berry was originally declared the winner by a six-vote margin, but Fannin contested the results. All 10 illegal votes were cast by absentee ballot. Three invalid ballots were stipulated by both parties, since Carl, Mary and Brandon Kidd cast absentee ballots for Berry but lived outside District 6. Another three voters - Tiffany Paige Gray, Norman Lyn Gray and Nerita Hinkle - all testified to voting for Fannin but also lived outside the district. Berry herself also pleaded guilty to charges of voter fraud and perjury for mailing an illegal absentee ballot. Pennsylvania Eugene Gallagher M 2013-11 Absentee/mail Forgery 2 6 Eugene Gallagher pleaded guilty to voter fraud for persuading Taylor residents and nonresidents to register for absentee ballots in the November 2013 borough council election using a Taylor address. Gallagher also had the six victims listed in a criminal complaint sign the ballot’s envelopes, but never gave them an opportunity to fill them out for themselves. Gallagher resigned his council seat and pleaded guilty to two misdemeanors, including forgery, and a separate DUI charge, which was included in his sentence. Washington Justin Black M 1 Records received from Snohomish County Washington did not indicate the specific accusation. From a list of almost 200 voter fraud cases that occurred since June 2007, only one person was charged.
