Florida Gerard Francois M Non-citizen voting Gerard Francois was one of 15 non citizens charged with voting in various elections. Four of the defendants were also charged with making false claims of citizenship. Ten defendants were convicted, one was acquitted and charges against the remaining four defendants were dismissed. From a list of almost 200 voter fraud cases that occurred since June 2007, only one person was charged.
