Florida Ernest Sinclair Johnson, Jr. "Madison 9" M 2010 Madison school board 2011-11 Absentee/Mail Impersonation Perjury 13 11 Ernest Sinclair Johnson, Jr., was charged with 11 counts of felony fraud in connection with casting votes, one count of corruptly influencing voting, and one count of perjury by false written declaration in the 2010 Madison school board election. His wife, school board candidate Abra “Tina” Hill Johnson, and seven others - the "Madison 9" - were also charged in the scheme, which involved asking voters to sign Absentee Ballot Request Forms and, without the voters’ knowledge or consent, writing an alternate address on the forms, causing the ballots to be mailed to a third party rather than directly to the voters. In 2010, Florida law required ballots to be sent to a voter’s registered address unless the voter was absent from the county, hospitalized, or temporarily unable to occupy their residence. The Johnsons retrieved the ballots, took them to the voters and waited for them to vote, and then returned the ballots to the Supervisor of Elections. New Jersey Jamel Holley M 2006 Democratic primary D 2009 Absentee Ballot Fraud Forgery 1 Jamel Holley was accused of illegally filling out more than 20 absentee ballots during the 2006 Democratic primary for Borough Council. The New Jersey attorney general's office charged Holley in 2009 with 1 count of violating absentee voting law. New Jersey Election contest: Mohammed Akhtaruzzaman v. Shahin Khalique 2016-05 Paterson municipal 2016-05 Election contest Absentee/Mail Ineligible district voting 7 Mohammed Akhtaruzzaman sued for a recount of the May 2016 Paterson council 2nd Ward election, which challenger Shahin Khalique won by just 19 votes, 1,400 to 1,381. Khalique had 1,009 mail-in votes while Akhtaruzzaman had 523. The number of mail ballots issued in the 2nd Ward almost doubled the total for the rest of the five wards combined. The recount increased Khalique's lead by one vote, to 20. Passaic County Superintendent of Elections Sherine El-Abd investigated allegations of mail-in voter fraud in the election and at the recount told the County Board of Elections her investigation uncovered seven confirmed incidents of mail-in voters who cast ballots but were not eligible to vote in the 2nd Ward. She said a minimum of 60 ballots were under question. Akhtaruzzaman’s campaign flagged 65 mail ballots as invalid. New Jersey Ronald Harris Marty Small Ernest Storr Tracy Pijuan Luquay Zahir Floyd Tally David Callaway Toni Dixon Dameka Cross Mark Crumble Michele Griffin Ramona Stephens Demaris Jones M 2009 Municipal - Democratic primary D 2009-09 Absentee/Mail 9 Ronald Harris pleaded guilty to conspiracy to commit absentee ballot fraud, connected with race involving City Councilman Marty Small. Testimony indicated ballots were opened, and those ballots cast against Small were destroyed. Harris was charged with 1 count of Conspiracy, 4 counts of Election Fraud, 1 count of Absentee Ballot Fraud, 1 count of Tampering With Public Records 1 count of Falsifying Records and 1 count of Forgery. Pleaded guilty to 1 count and all other charges were dropped. Under the plea agreement, sentenced to 181 days in the Atlantic County Justice Facility and 3 years of probation. Pennsylvania Walter "Deb" Wiltrout Thomas Keefer, William Geary M 2011-11 General D 2013-10 Absentee/mail Illegal assistance 3 2 Former Bullskin Township supervisor Walter "Deb" Wiltrout was charged with three counts of voter fraud related to unlawful assistance of two voters. Thomas Keefer and William Geary, Democratic supervisors, were also charged for soliciting absentee votes from elderly residents who weren't eligible to cast such ballots. Keefer was charged with five violations of the election code relating to absentee ballots. Geary was charged with seven violations of the same provision. In addition, both men were charged with one count of unlawful assistance in voting and two counts of conspiracy. Keefer, Geary, and Wiltrout visited elderly voters' homes to help them complete ballots despite knowing the voters were physically able to vote in-person on Election Day, and also failed to fill out declarations of physical disability with the ballots, which certify that the voters wouldn't be able to vote in-person. Keefer obtained six votes that way, Geary obtained seven, and Wiltrout two. All three were admitted into a pretrial diversionary program in Fayette County Court. California Angel Perales M 2007 2009 Absentee/Mail Ballot tampering 20 Angel Perales pleaded* guilty to voter fraud in Cudahy's 2007 and 2009 elections, admitting to tampering with mail-in ballots in city elections by resealing and submitting votes for incumbent candidates and discarding votes for challengers. The exact number of ballots tampered with is not known, but all mail ballots for both elections were "routinely and systematically opened". Perales also helped voters from outside the district illegally register to vote at an address at which they did not reside. Florida Election contest: Bruce Guyton v. Lynne Hubbard 2016-03 Riviera Beach municipal 2016-04 Election contest Ineligible district voting Registration fraud 3 Incumbent Bruce Guyton challenged the results of the March 2016 Riviera Beach City Council race that ended in a tie between him and Lynne Hubbard, claiming that three absentee ballots casts by relatives of Hubbard should be thrown out. Guyton says there is proof that Hubbard’s nephew and two brothers don’t live at her house, as listed in their voter registration. Hubbard won a scheduled runoff election in May 2017, ending the contest. Kentucky Chester Jones (former chairman of the Perry County Democratic Executive Committee, former state representative, former circuit court clerk, and candidate for county school board) Sherman Neace M 2008 General D 2009-06 Vote Buying 2 Chester Jones and Sherman Neace, public officials, reportedly diverted $7,500 from the State Democratic Party to buy votes for themselves. Jones acquired 75 counter checks from the local bank, leaving the payee blank, and he and Neace distributed checks for $100 to buy votes.
