Connecticut Marie Duffy (Democratic Registrar of Voters) F 2000-09 D Absentee Ballot Fraud Illegal Assistance Marie Duffy was a Democratic Registrar of Voters and was to supervise the voting of the absentee ballots issued by the West Haven Town Clerk, along with the complainant Tracy Morrissey, to represent the interest of each of the two Democratic candidates competing in the September 12, 2000 Democratic primary in West Haven. Duffy was accused of assisting nursing home residents fill in their ballots without Morrissey present. Duffy also was accused of delivering the ballots without Morrissey present. Duffy entered a consent agreement with the state of Connecticut, paid a civil penalty of $1,000, was considered officially reprimanded for her violations and expected to fully comply with the state requirements. Utah Kevin Heugly M 2006 Sheriff Registration Fraud Kevin Heugly, along with 50 other people in Utah's Daggett County, was accused in connection with a 2006 election for sheriff. California Angel Perales M 2007 2009 Absentee/Mail Ballot tampering 20 Angel Perales pleaded* guilty to voter fraud in Cudahy's 2007 and 2009 elections, admitting to tampering with mail-in ballots in city elections by resealing and submitting votes for incumbent candidates and discarding votes for challengers. The exact number of ballots tampered with is not known, but all mail ballots for both elections were "routinely and systematically opened". Perales also helped voters from outside the district illegally register to vote at an address at which they did not reside. New Mexico Unknown impersonator 2014-11 General In person Impersonation 0 1 The Rio Arriba County Clerk’s office confirmed a case of impersonation voter fraud in the November 2014 general election involving an imposter who voted by providing the name and address of an eligible voter. County election staff detected the fraud when the actual voter arrived to vote at the Health Commons Clinic in Española and was told someone else had cast a ballot under his name three days earlier. The man told poll workers he hadn’t voted, and officials were able to confirm that the signature on the original ballot did not match the legal voter’s signature on file. The evidence collected showed that a crime occurred, not a mistake or misunderstanding. Poll workers allowed the man to vote on a provisional ballot. Elections officials have no legal means of actually verifying signatures or confirming identification of a voter. Bobbi Shearer of the Secretary of State’s office said that "under current law there are no means available to poll workers to help them determine if a voter is actually the person he says he is.” Shearer said the fraudulent voter’s vote had already gone through a tabulator and could not be identified or separated from the legitimate ballots in the machine.
