Connecticut Marie Duffy (Democratic Registrar of Voters) F 2000-09 D Absentee Ballot Fraud Illegal Assistance Marie Duffy was a Democratic Registrar of Voters and was to supervise the voting of the absentee ballots issued by the West Haven Town Clerk, along with the complainant Tracy Morrissey, to represent the interest of each of the two Democratic candidates competing in the September 12, 2000 Democratic primary in West Haven. Duffy was accused of assisting nursing home residents fill in their ballots without Morrissey present. Duffy also was accused of delivering the ballots without Morrissey present. Duffy entered a consent agreement with the state of Connecticut, paid a civil penalty of $1,000, was considered officially reprimanded for her violations and expected to fully comply with the state requirements. Connecticut Alexandra Penfold F 2009-11 Ineligible district voting A complaint was brought against Alexandra Penfold alleging that she was not a bona fide resident when she voted in North Haven in 2009. The Connecticut Elections Enforcement Commission investigation concluded that Penfold had legitimate, significant, and continuing connections to the claimed residence even while transiently relocating as she intended to return, and did return.
