Pennsylvania William Geary Thomas Keefer, Walter "Deb" Wiltrout M 2011-11 General D 2013-10 Absentee/mail Illegal assistance Conspiracy 10 7 William Geary and Thomas Keefer, Democratic Bullskin Township supervisors, were charged with voter fraud for soliciting absentee votes from elderly residents who weren't eligible to cast such ballots. Keefer was charged with five violations of the election code relating to absentee ballots. Geary was charged with seven violations of the same provision. In addition, both men were charged with one count of unlawful assistance in voting and two counts of conspiracy. Former supervisor Walter "Deb" Wiltrout was charged with three counts related to unlawful assistance of two voters. Keefer, Geary, and Wiltrout visited elderly voters' homes to help them complete ballots despite knowing the voters were physically able to vote in-person on Election Day, and also failed to fill out declarations of physical disability with the ballots, which certify that the voters wouldn't be able to vote in-person. Keefer obtained six votes that way, Geary obtained seven, and Wiltrout two. All three were admitted into a pretrial diversionary program in Fayette County Court. Texas Melinda Hunter F 2004 Primary Absentee/Mail Illegal assistance 7 7 Melinda Hunter was charged with seven counts of absentee ballot fraud in the 2004 primary election. Additional allegations included unlawfully obstructing a poll watcher, witnessing multiple ballot applications, and providing illegal assistance. Hunter entered pre-trial diversion in 2006. Texas Maria Gonzalez (aka Dolores Gutierrez) Jose Rene Gomez Oralia Frausto Oscar Rios F 2006-03 Democratic primary D 2006-06 Registration fraud - fake Absentee/mail 5 5 Maria Gonzalez (aka Dolores Gutierrez) was charged with five counts of absentee ballot fraud for illegally possessing other voters' ballots (TEC 86.006). Oscar Rios, Oralia Frausto, and Jose Rene Gomez - Starr and Hidalgo county political operatives - were also indicted for voter fraud in a large-scale effort to submit mail-in ballots for imaginary people in 2006’s March Democratic primary election. The four were indicted by a grand jury in Brooks County on charges related to the scheme, which involved registering fake voters to vacant lots in Starr County and having mail-in ballots sent to several Hidalgo County addresses. Florida Betty Jefferson (wife of candidate Eugene Jefferson) Linda Ivery F 2010-10 Lake City municipal D 2013-04 Absentee/Mail Registration Fraud Voter intimidation/coercion 26 20 Betty Jefferson was charged with 24 felony and two misdemeanor election law violations in a scheme to elect her husband, Eugene, to a city council seat in the 2010 Lake City District 10 primary. Jefferson asked voters to sign absentee ballots that were already completed, fraudulently obtained absentee ballots, and tried to deceive voters into signing ballots. The charges included 19 counts of obtaining an absentee ballot in violation of the law, one count of corruptly influencing voting, three counts of submitting false voter registration, one count of procuring false voter registrations, conspiracy to falsely obtain an absentee ballot or falsely obtaining an absentee ballot, and a conspiracy to corruptly influence voting charge. Jefferson entered pre-trial intervention. Florida Linda Ivery Betty Jefferson F 2010-10 Lake City municipal D 2013-04 Absentee/Mail Registration Fraud Voter intimidation/coercion 8 1 Linda Ivery was charged with six felony and two misdemeanor counts for violating election law in a scheme to elect Eugene Jefferson to a Lake City District 10 city council seat in 2010. Charges included corruptly influencing voting, conspiracy to corruptly influence voting, conspiracy to falsely obtain or falsely mark an absentee ballot, three counts of submitting false voter registrations, and three counts of obtaining an absentee ballot in violation of the law. Ivery entered pre-trial intervention. Texas Russell Grant Charles Roaches M 2009-05 Gonzales municipal 2011-02 Absentee/mail Voter intimidation/coercion Ballot tampering 10 10 Russell Grant was indicted in February 2011 on 10 counts of voter fraud for providing false information on an application for early voting in the May 2009 Gonzales City Council election, along with Charles Roaches, indicted on 4 counts. Dozens of Gonzales citizens said then-candidates Grant and Roaches gave them misleading information and possibly tampered with their mail-in ballot applications. City Voting Officer Jean Collins said 83 of 102 mail-in ballot applications received listed "disability" as the reason for voting by mail. Several voters named on the applications contended they are not disabled and never voted by mail. In February 2010, Grant admitted to “voter misconduct” and agreed to resign his District 2 council seat, abstain from public office, and cooperate with authorities in the voter fraud investigation. Both Grant and Roaches entered pretrial diversion.
