Arkansas Phillip Carter (West Memphis City Councilman) Hudson Hallum Kent Hallum Sam Malone M 2011 State House Primary, Runoff and General D Vote Buying Absentee/Mail Conspiracy Former Democratic Rep. Hudson Hallum, Kent Hallum, Phillip Wayne Carter and Sam Malone pleaded guilty to the conspiracy that helped Hudson Hallum win his seat in the Arkansas House of Representatives in 2011. Conspiring to commit election fraud in a scheme that included destroying ballots and exchanging money, alcohol and food for votes. Prosecutors said Hallum and his father, Kent, tasked campaign workers Phillip Wayne Carter and Sam Malone with obtaining absentee ballot applications for certain voters and assisting voters in filling out the ballots, while actually completing absentee ballots in some instances without regard to the voter's actual candidate choice. A total of nine people were charged by federal and state authorities in connection with the plan. Carter had used the same absentee ballot fraud strategy in other elections at the state and federal level. Carter organized others, including Malone, a Quorum Court member, School Board member and police officer, to participate. Arkansas Larry Gray (former city sanitation director) M 2002-05 Democratic primary D 2002 Absentee/Mail Forgery 25 Larry Gray pleaded* guilty in federal court to illegally casting more than 25 absentee ballots in other people’s names during the 2002 primary, but the sum total of his election fraud may have been much higher. California Richard Anthony Floyd M 2006 2006-10 Registration fraud Richard Anthony Floyd and 11 others were charged with fraudulently deceiving voters into re-registering, motivated by a $10 bounty for each new registered voter. Orange County District Attorney Tony Rackauckas charged 12 people with multiple counts of felony voter registration fraud. California Kathleen Knox (former auditor-controller candidate) F 2014-05 Registration fraud - ineligible district 7 3 Kathleen Knox, former candidate for Alameda County auditor-controller, pleaded* no contest to three counts of voter fraud for violations of California's election code. Knox registered to vote at an address that was not her residence. Malburg, who had been mayor for 50 years prior to his resignation, and his wife did not live in Vernon and were thus ineligible to vote or be candidates in that municipality.
