Georgia James Bryant, Jr. M 2005 Americus mayoral Absentee/Mail Illegal assistance 6 James Bryant, Jr. admitted to improperly assisting voters in completing their absentee ballots in the 2005 Americus mayoral election. New York Fran Knapp F 2007 Poughkeepie mayoral D 2013-07 Absentee/Mail Ballot tampering 96 Fran Knapp, former Dutchess County Democratic Elections Commissioner, pleaded* guilty to two misdemeanor charges of the unauthorized signing of a poll watcher’s certificate in 2012 and falsifying a treasurer’s report for her husband Fred Knapp’s 2007 Poughkeepsie mayoral campaign. Knapp faced 41 felony counts of misconduct by an elections official and 41 misdemeanor counts of official misconduct for allegedly changing the designated agent to receive absentee ballots of 41 individuals authorized to vote absentee in 2010. She also faced felony and misdemeanor charges for allegedly committing fraud in 2008 by falsely creating a certificate of substitution by a committee to fill vacancies. She additionally was charged with felony and misdemeanor counts of misconduct by an elections official, as well as official misconduct, for allegedly fraudulently signing a poll watcher’s certificate on behalf of Republican candidate Neil DiCarlo during a state Senate primary in September 2012. Kentucky Mason Daniels Gary “Rooster” Risner Tami Jo Risner Larry Shepherd Scott McCarty M 2014 Primary, General D Vote buying Mason Daniels.was charged in federal court with conspiring to buy votes in the 2014 primary and general elections, along with Magoffin County magistrate Gary “Rooster” Risner, his wife Tami Jo Risner, and chief deputy county court clerk Larry Shepherd. Daniels was acquitted, but his co-defendants were convicted. Co-defendant Scotty L. McCarty pleaded guilty to a misdemeanor vote-fraud charge and gave information to authorities. Unindicted co-conspirator Charles “Doc” Hardin allegedly put up money for vote buying in multiple elections from 2008 to 2014. In 2014, Risner handled the money for the conspiracy, while his wife and Daniels recruited vote-sellers and Shepherd used his position to further the scheme, according to prosecutors.
