Ohio John Jackson M 2000-11 Presidential R Absentee Ballot Fraud 6 John Jackson, a Republican member of the Cuyahoga County Board of Elections was charged with five counts of tampering with ballots, and one count of misconduct of an employee of the board of elections. Jackson was accused of changing residents' votes when he went to assist nursing home residents vote. The Supreme Court ruled that unsealed secret ballots could be used as evidence against him, but the case was ultimately dismissed because of the death of the witness. Arkansas Hudson Hallum (former Democratic state representative) Kent Hallum Phillip Carter Sam Malone M 2011 State House Primary, Runoff and General D Vote Buying Absentee/Mail Conspiracy Former Democratic Rep. Hudson Hallum, Kent Hallum, Phillip Wayne Carter and Sam Malone pleaded* guilty to the conspiracy that helped Hudson Hallum win his seat in the Arkansas House of Representatives in 2011. Conspiring to commit election fraud in a scheme that included destroying ballots and exchanging money, alcohol and food for votes. Prosecutors said Hallum and his father, Kent, tasked campaign workers Phillip Wayne Carter and Sam Malone with obtaining absentee ballot applications for certain voters and assisting voters in filling out the ballots, while actually completing absentee ballots in some instances without regard to the voter's actual candidate choice. A total of nine people were charged by federal and state authorities in connection with the plan. Carter had used the same absentee ballot fraud strategy in other elections at the state and federal level. Carter organized others, including Malone, a Quorum Court member, School Board member and police officer, to participate. Illinois Three unnamed individuals 2015-04 East St. Louis municipal Absentee/Mail 30 At least 30 absentee ballots in East St. Louis’ Precinct 13 in the 2015 mayoral election were fraudulent, all filled out by just three people, according to a handwriting analysis. Those and other absentee ballots in the April 2015 municipal election are being investigated, St. Clair County State’s Attorney Brendan Kelly confirmed. The Belleville News-Democrat obtained 85 absentee ballots from the 13th Precinct from the East St. Louis Board of Election Commissioners in which voters wrote in the name of then-incumbent Mayor Alvin Parks. Connecticut Kellie Gleeson F Registration Fraud Kellie Gleeson was accused of registering to vote using her university's address and a P.O. Box that belonged to the school newspaper, of which she was the editor. $500 civil penalty and ordered to resubmit her registration application or cancel it and comply with the law in the future.
Missouri Golden Gibson 2006 Registration Fraud Golden Gibson was one of eight individuals from ACORN’s Project Vote affiliate, investigated by the FBI and arrested in 2007 for violation of election laws. Ohio Yolanda Hippensteele Amy Little Daniel "Tate" Hausman F 2008 General D Ineligible district voting Absentee/Mail 1 1 Yolanda Hippensteele (California native, staff member for Vote Today Ohio, and out-of-state campaigner for Barak Obama) was one of several people who came to Franklin County, Ohio, registered to vote after 30 days and voted, eventhough she did not intend to remain a resident of the county and state. She and her co-defendants chose to vote in Ohio over their home states, because Ohio is a swing state and Obama was expected to easily win in their home states. Charged with a violation under Title 35 of Ohio Code, casting an absentee ballot despite not meeting residency requirement. Pleaded guilty. Tennessee Vancey Voorhies F Illegal assistance 4 Vancey Voorhies was charged with one count each of illegal registration/voting, false entries, violation by an official and official misconduct. She was a volunteer poll worker who helped an elderly cousin vote by signing her name in the book and casting the vote for her. It was determined that her actions were a misguided effort to assist a voter and she was eligible for pre-trial diversion.
