Kentucky John Mac Combs Randy Thompson Phillip Champion Ronnie Adams M 2006-11 General Vote buying John Mac Combs was convicted of scheming to buy votes in the November 2006 election by using public funds to improve driveways and build bridges on private property. Jurors also convicted Judge-Executive Randy Thompson and Phillip G. Washington Douglas Mcgowan M 1 Records received from Snohomish County Washington did not indicate the specific accusation. From a list of almost 200 voter fraud cases that occurred since June 2007, only one person was charged. New Hampshire Stephan Bryant Ordway II M 2008-11 General Registration Fraud Ineligible district voting The New Hampshire Attorney General's Office investigated Stephan Bryant Ordway II because he reportedly registered and voted for the first time on Election Day without photo identification, and the United States Post Office returned a verification letter sent to his address as undeliverable. His identity was later verified, according to a New Hampshire Attorney General's Office investigation. Illinois Jeannette Sims F 2008-11 2009-04 Registration Fraud Forgery Sims reportedly filed 10 fake voter registration cards before the November 2008 election. Sims was working with a voter registration drive sponsored by the Service Employees International Union. A handwriting expert examined the cards and determined that Sims filled out all 10 cards with fake addresses. Many of the registration cards were submitted with addresses that do not exist, while others bore the names of people who did not live at the addresses listed on the cards. New Mexico Idalia Lechuga-Tena (state legislator) F 2003-11 Albuquerque municipal D 2015-11 Non-citizen voting (+registration) New Mexico state legislator Rep. Idalia Lechuga-Tena admitted that she committed voter fraud, casting ballots before she became a naturalized U.S. citizen. According to the voting records obtained through the County Clerk, Lechuga-Tena first voted in an Albuquerque election in 2003 when she was 20, when she was not a citizen, and again in a 2014 Democratic primary election after becoming a citizen. Lechuga-Tena said that when she was 18, a group registered her to vote while she was at the University of New Mexico and that she didn’t know at the time that she had to be a U.S. citizen in order to vote. “I was a complete victim of the process,” she said. The case was referred to the district attorney in Bernalillo County in 2015, but the statute of limitations appeared to have expired. Lechuga-Tena also faced questions whether she actually lives within the district she represents. County records show that in 2007, Lechuga-Tena registered at an address within District 19, represented by state Rep. Sheryl Williams Stapleton, D-Albuquerque. In December 2014 Lechuga-Tena submitted a voter registration card with a new address within House District 21, but with a mailing address the same as her previous residence. The registration card she submitted was dated December 5, almost ten days before the County Commission appointed Maez. Two months later, Lechuga-Tena filed a new registration card with an address back in House District 19. In November 2015, she submitted a registration card with the same House District 21 address.
