Knapp faced 41 felony counts of misconduct by an elections official and 41 misdemeanor counts of official misconduct for allegedly changing the designated agent to receive absentee ballots of 41 individuals authorized to vote absentee in 2010. She also faced felony and misdemeanor charges for allegedly committing fraud in 2008 by falsely creating a certificate of substitution by a committee to fill vacancies. She additionally was charged with felony and misdemeanor counts of misconduct by an elections official, as well as official misconduct, for allegedly fraudulently signing a poll watcher’s certificate on behalf of Republican candidate Neil DiCarlo during a state Senate primary in September 2012. Both women were named in a December 2012 indictment accusing them of having voted in the 2010 Alton election even though they were not eligible to vote in it. In 2010, a controversy sparked in the small Hidalgo County town when nearly three dozen voters were flagged by the city, which had chosen to run its own election. A campaign manager for a Hidalgo County Commissioner bought cocaine and gave it to the two women so they could use it to entice voters. Solis pleaded guilty to one count of vote-buying after she admitted to buying five votes with cash and cocaine. Both women were part of a large year and a half long FBI investigation into election corruption in Hidalgo County that began in January 2013. |Texas||Karen Hall||F||2013-12||Multiple Bryan municipal||2014-09||Ineligible district voting||The Bryan City Council voted to ask the Texas Attorney General's office to investigate Karen Hall, who helped secure voter signatures to place an ethics-related charter amendment before voters in November. Hall doesn't live at or own the address in Bryan at which she is registered to vote, but has voted in several city elections, most recently in December 2013. Hall listed her address on her voter registration as 5918 Texas 21 East in Bryan, which is the address of Bruders Electric. According to Hall, the building's former owner, Edward Wayne Kelly, offered to let Hall live in part of the building, but she never moved in. Hall thought the agreement was still in place when Kelly passed away several years ago, but Malcolm Hein, the owner of Bruder's Electric, who is renting the building, signed an affidavit saying he's never allowed anyone to live on the property.
