California Angel Perales M 2007 2009 Absentee/Mail Ballot tampering 20 Angel Perales pleaded* guilty to voter fraud in Cudahy's 2007 and 2009 elections, admitting to tampering with mail-in ballots in city elections by resealing and submitting votes for incumbent candidates and discarding votes for challengers. The exact number of ballots tampered with is not known, but all mail ballots for both elections were "routinely and systematically opened". Perales also helped voters from outside the district illegally register to vote at an address at which they did not reside. California Richard Alarcon (former Los Angeles City Councilman) Flora Montes de Oca M 2007 Municipal D 2010-08 Ineligible district voting Registration fraud 16 1 Richard Alarcon was convicted on three counts of voter fraud and one count of perjury for illegally claiming, along with his wife, to have lived at 14451 Nordhoff St. in Panorama City during his run for City Council in 2007 and his bid for re-election in 2009. California Ricardo Lopez-Munguia M 2008-11 General 2012 Non-citizen voting 3 1 Ricardo Lopez-Munguia, a Mexican who was deported decades ago for drug trafficking, pleaded* guilty to living illegally in Escondido under a false identity, making a false claim to U.S. citizenship, and fraudulently voting in the 2008 U.S. presidential election. Lopez-Munguia assumed the identity of Gustavo Carranza-Madrigal, a U.S. citizen, and obtained a fraudulent California driver's license, a Social Security card and a U.S. passport.
